MSF always looking for experienced HR and Finance professionals who are passionate about humanitarian work and want to use their skills and expertise in our interventions.
Roles of HR and Finance Manager:
As the HR and Finance Manager, your main purpose is to plan, organise and implement, within the project, HR, administrative and financial policies and activities in accordance with legal requirements and MSF protocols, standards and procedures in order to provide the organisation with quality, reliable and transparent information on the use and allocation of resources to achieve the project's objectives.
For the HR part, you are responsible for the good planning of the project’s human resources. You are responsible for the follow-up of staff, from recruitment to end of contract. You oversee compliance with internal regulations and social legislation in effect in the country. You work with the support of the Human Resources Coordinator in charge of HR in the country.
For the Finance part, you are in charge of the financial management of the project, which includes the setting up and monitoring of the budget and forecasts, supervision of the accounting, cash management of the treasury, effectiveness of the internal control system as well as management of budgets from donors. You will work with the support of the Financial Coordinator in charge of Finance in the country.
With staff under your supervision, you are also responsible for the organisation and training of staff involved in these various tasks.
Requirements
Degree in Finance, Human Resources, Economics, Management or Human Sciences or relevant experience in Human Resources and/or Finance
Minimum 2 years of professional experience in HR and/or Finance and an interest in both areas
Willingness to take on responsibilities in HR and Finance
Experience working in an NGO and/or in a developing country is an asset
Be available to work anywhere, including politically unstable contexts and conflict zones
Availability 6 - 12 months for each assignment.
Supply chain positions can be based at coordination level (capital of the country) to facilitate the flow of goods from MSF global supply centers to the projects OR at project level to manage the distribution to the beneficiaries.
Supply chain managers analyze contexts of country in order to design, plan and put in place relevant supply chain and ensure as such operational optimization.
You focus on processes and understand and coordinate all the supply chain activities . You are also familiar with the relevant information systems technology (ERPs for instance).
Some of the responsibilities can be :
Managing the supply sections at coordination/ project level: Order Processing, Procurement, Warehouse (logistics and medical), and Transport and Customs departments
Planning, coordinating and supervising the daily activities of the supply department.
Coordinating communication lines and functional links between the Supply departments and other departments (Finance, Medical and Logistics departments)
Ensuring a smooth running supply administration and the respect of the implemented supply procedures.
Requirements
Post graduate in in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field
Two years of relevant work experience
Management experience is mandatory
Any other graduate with relevant experience in Supply chain.
Strong skills in excel (reporting, statistics…)
Availability of at least 6 - 12 months per assignment.
Our logisticians make sure our projects are equipped with everything that's needed to run our avtivities.
Responsibilities:
Monitoring the implementation of logistics/technical/supply activities ensuring compliance to MSF standards, protocols and procedures.
In close collaboration with the HR department, participating in the recruitment, training, briefing/debriefing and performance evaluation of the logistics staff in the mission in order to ensure both the sizing and the amount of knowledge required. Implementing all these related activities to the logistics staff under his/her direct responsibility.
Ensuring technical reference for all logistics/technical issues in the mission and provides coaching to logistics staff.
Ensuring installation and maintenance of functional office space(s) and lodging facilities in an adequate living condition as well as having all the equipment required.
Monitoring and implementing the technical aspects of the risk reduction rules: transport, communication, protection, identification and preparation of the technical aspects of the mission security plan, evacuation plan and other contingency plans.
Ensuring communication means in the mission (including numbers frequencies), allowing permanent communication between capital, projects, bases and HQ. Ensures all staff in the mission benefits from proper training on how to use communications equipment available in the Mission (e.g. satellite phones, HF/VHF radios, computers, etc.)
Requirements :
Two years of relevant experience showing a capacity to organize and maintain a multidisciplinary activity
Any type of training, diploma / academic level will be considered

NGO experience is an asset (in developing countries)
Willingness to work in unstable environments
Availability of at least 6 - 12 months per assignment.
As a specialist in Water and Sanitation you support the medical team in identifying possible factors (practices, habits, sources, routes, etc.) related water, sanitation, hygiene and environment that affect human health.
Coordinating Water and Sanitation activities in collaboration with the medical and logistical teams.
Providing technical support to the teams and ensure the planning and implementation of the Water and Sanitation projects and their integrated activities.
Some responsibilities can be:
Leading the design, technical implementation, acceptance and management of all assigned Watsan interventions (water supply, excreta disposal, waste management, vector control and dead bodies management) and teams in the project.
Leading the development of project proposals and/or work plans, when Watsan activities are integrated in medical interventions.
Conducting Watsan assessments in collaboration with project medical teams to identify Watsan needs at the project level, and summarizing findings to the direct line manager and recommending appropriate responses. In emergency response situations at the project level, leading the development and planning of Watsan emergency strategies and resources planning, in collaboration with the medical and logistical teams
Coordinating the execution of the Watsan activities and teams at the project level in order to meet quality indicators, time schedule and budget, preventing deviations and proposing immediate technical adjustments when necessary. Leading regular project meetings with the project’s Watsan Managers to facilitate the discussion and prompt resolution of problems, promoting regular exchange of information, and planning individual and joint activities
Guiding processes of Watsan technical support to the project's medical team in identifying possible “risk factors” (e.g. behavioural practices, environmental sources of infection, and transmission routes) and controlling measures to address modes of transmission of infection and corresponding ways of controlling spread.
Requirements
At least 2 years of experience in designing and managing of water and sanitation construction projects, or other relevant professional experience.
Water treatment, waste management and emergency sanitation system
Diploma in hydraulic engineering. Other diplomas will be considered if relevant experience can be proved
Availability 6 - 12 months per each assignment.
Humanitarian Affairs Officers play a crucial role in shaping our advocacy efforts, working to ensure that MSF addresses humanitarian and human rights challenges faced by vulnerable communities.
From gathering data on local and international contexts to analysing security, medical, and humanitarian issues, Humanitarian Affairs Officers provide essential support to our operations. They are at the heart of MSF’s advocacy, contributing to the development of strategies and ensuring effective collaboration with external stakeholders to facilitate access to affected communities.
This diverse and impactful role involves some or all of the following:
Responsibilities:
Contribute to the development of humanitarian affairs activities by supporting the project’s coordination team.
Perform data collection and research on local and international contexts regarding security, medical, nutritional, and humanitarian issues.
Support the Head of Mission and Field Coordinators in data analysis to optimise programme and project responses.
Compile regular updates on activities and plans of NGOs, the UN, ICRC, donors, and authorities to align MSF’s activities.
Collaborate with Head of Mission, the headquarters operations department, and other parties to develop a global strategy.
Define and review advocacy messages, tools, and lobbying strategies.
Maintain a working relationship with local authorities, NGOs, communities, and other stakeholders to improve access and coordination.
Organise discussions, trainings, and briefings on human rights and humanitarian law for MSF staff.
Participate in the creation and updating of the country risk analysis.
Promote and support advocacy activities at local, national, and international levels.
Supervise humanitarian affairs staff in the project.
Requirements:
Essential degree in law, humanitarian affairs, political science, or a related field.
Minimum two years of experience in research, analysis, and advocacy.
Essential experience with MSF or other NGOs.
Fluency in the mission language.
Essential computer literacy (Word, Excel, and Internet).
