  • These are full-time positions, based in one of MSF’s missions around the world.

  • International mobility is required.

  • Fluency in Arabic, French, and English is essential.

  • The entry level of compensation for most of these positions is around 1900€ net per month. Other financial benefits are added to the package.

We are currently looking for a dedicated and qualified HR and Finance Manager to join our international pool of professionals for potential deployment to field projects.

As a HR and Finance Manager, you will be responsible for:

  • In close coordination with the Project Coordinator (PC), HR Coordinator, and Finance Coordinator, analyse, monitor, and adjust the project’s HR and financial needs and budget, ensuring appropriate staffing levels, skills, and compliance with funding requirements. Propose corrective actions when necessary.

  • Plan, supervise, and support all project HR processes (recruitment, training, induction, performance management, talent development, and communication) in coordination with the HRCo, and support line managers to strengthen staff capacity, performance, and engagement.

  • Contribute to the set-up and updating of the project organizational chart and job descriptions, and support staff holiday planning and shift schedules to ensure adequate HR coverage.

  • Ensure recruitment, contract management, and contract termination are carried out in compliance with local labour laws. Maintain personnel files, inform staff of their rights, prepare mandatory declarations, and contribute to the prevention and management of labour-related conflicts.

  • Supervise and/or implement payroll processes, ensuring accurate salary calculations in Homere, timely salary payments, and correct application and indexation of national staff salary grids.

  • In coordination with the PC and HRCo, implement administrative procedures related to Memoranda of Understanding (MoUs) with local partners.

  • Implement and monitor financial and administrative workflows (cash management, transfers, advances, procurement, payments, and bank reconciliation) to ensure sound financial management and security.

  • Ensure transparent accounting practices, full documentation, and timely monthly and annual financial, HR, and administrative reporting in line with MSF procedures.

  • Coordinate staff movements and accommodation at project level.

Job requirements

  • A recognized diploma/degree in HR, Finance, Business, or other related field

  • 3 to 4 years of professional experience in HR and/or Finance

  • Proven experience in team management

  • Fluency in Arabic, French, and English

  • A strong willingness and ability to work internationally and adapt to humanitarian contexts and challenges

  • Desirable previous experience with MSF or other NGOs in developing countries
